I suspect that the $10M from India is a line of credit, not a loan. In most cases, a line of credit can only be used to support the on-going procurement, production , and sales of a creditee. I believe that you cannot use those monies to pay off debts (interest payments to debenture holders) otherwise the last lender gets screwed royally, if all their money goes to pay the creditor before them in the pecking order.....

I think the Atari $5M may have been an over-time payment not a lump sum.

Haven't heard anything re the Indian market, perhaps that Indian news service has some info.
