What is the significance of short interest with regards to float and the eventual impact on the stock's trading situation.

It is my understanding that short interest means that there are a certain amount of shares borrowed from the long (buy and hold) interest. These shares are temporarily sold to other long interests and then held by those individuals. Isn't it true that technically all stocks and float is being held long except for that which is treasury (stocks not yet sold)? Can stocks in treasury be loaned for short interest?

I guess I'm a little confused. Thank you for any clarity.
