Here's the China article again... Finally found the link... duh!

Some observations:
1) Education is a high priority in China. Maybe even higher than HS football or a new car. (I know, I didn't want to believe it either!)
2) Technology and Internet usage is growing rapidly
3) Price is still an important consideration... (I couldn't get a read out on quality from this article)
4) The government is actively pursuing a pro hi-tech policy of familiarization, introduction, and use.
5) Potential government policy change or interference could be an important negative.
6) Language barrier should not be disregarded... relatively few native English-speakers are willing to learn Chineses.
Corollary 1: most businesses wishing to penetrate this market will have to use a lot of native Chinese. (which should lead to higher incomes, living standards, and purchasing power)
Corollary 2: it may prove much easier for the Chinese to adopt our technologies and innovation than for us to adopt theirs.
7) Internet access is still prohibitively expensive in our terms. Even so, the potential return makes it irresistable.

Bottom Line: I think there are many potential pitfalls and problems, but that DELL has to be there to be a force in the next century.
