To Efrain and All, This "Start" has been of late always been far from being very clear to me. Back in either late 95 or 96,in a article that I remember that had no mention of EPEA, but pertained to the resolving of the treaty agreement between former Russia and the US,the main part of the no launch of ICBM,s was to be changed to where if either country wanted to launch a ICBM,that inspectors from the other country would have to inspect to make sure the payload [nose cone] was a none weapon payload.Now like reading the "Start" part in where they are talking mainly about not weapons,but weapons of nuclear nature,does not seem to fit the EPEA matter correctly.
Next,Peacekeeper is a ICBM, but just as much so is the Delta Rocket,with being a more powerful ICBM,and it could carry a nuclear with no problem,but it is able to launch with different rules? I cannot see the original treaty not covering any new ICBM's developed after the treaty became effective.
I feel there is something missing that we do not know about that is playing a major part for why EPEA is not launching right now, and at the same time in last years press release with Spaceport, launches were to start in 1999. As I said I do not have the answer, but question it as being "Start". I will see if I can find even some kind of clue to what is the missing part to this puzzle later this week.
