(Based on a true recollection of a South African, the son of a Doctor, who left South Africa for good.)

The soldiers on border patrol stood in the early morning sun. It was a special session, arranged by the medic.
"OK, everybody, UNZIP."
"Now, if you are uncircumcised, you must do this every day."
"ROLL BACK the skin, take your washcloths and soapy water....."

Apparently a problem with hygiene.
