Last I heard was that Ashton was still looking at the possibility of outsourcing. If not, the plant is supposed to be ready in late Sep/early Oct. If on schedule, the results should be ready by Nov which would give Ashton enough time to plan for the 1999 exploration activities on K14/K91 and/or any other diamondifirous pipes they find interesting.
