Very close, but let me say it another way...

NetWare still needs NCP (NetWare Core Protocol) to communicate requests and replies for services from the clients and servers. The difference in NetWare 5 is that all the lower layers of routing and transport will now be handle via native TCP/IP protocols and services. With the SLP TCP service, they will be replacing the SAP service. And RIP can be (as it was able previously) by OSPF.

NT4 and so far 5 as well (I can't see them changing the development now for NT5) use IP (or IPX or NetBeui) to transport but rely on NetBios to and the lower service naming and routing functions.

Sorry that is complex, but the summary is that in NetWare 4.11 and NT4 and NT5, all use the IP stack in the same inefficient way! In NetWare 5, this will be fixed. Novell will be leaving MSFT way behind on this one since I dont think MSFT will play catchup on this issue for a long time!
