Leroy: If the intent is to raise the price of the stock and reduce the shares outstanding to obtain a NASDAQ listing, then it does make sense (from the Company's perspective), even if the cost is high.

But the shareholder has only profit if he sells out immediately, hence the risk is borne by the Company, not the shareholder. ;>)
