This is actually a pretty important debate:

If TCI can swing the 720 format then they are guaranteed many more content providers (and greater fees) than under the 1020 format. The providers, of course, want to squeeze out any competing providers and hogging bandwidth is the perfect way to do it.

I have no idea what the other cable co's are doing but with Malone's poor raport with gov't anything could happen.
