I figure it's to raise money for some project. To either help fund the company or some pet project. It just seems a bit odd because even though it's a relatively small amount of shares, it draws attention in bold headlines on the newswires (3 times in 20 days) "WAVE SYSTEMS PRESIDENT FILES FORM 144, TO SELL SHARES!"
