The problem is obvious. The solutions all involve some tradeoffs.

I see two possible approaches, focused on either sending or seeing messages. It does not seem practical to limit both.

Proposal #1. Implement "Call Blocking" in the manner of the phone company. When an offensive post is received, the receiver can initiate Message Blocking. Once that occurs, and the sender tries to SUBMIT a subsequent message to the same recipient, the sender will receive an error message and their message will be blocked from posting on the thread or to Private Message. However, using CUT&PASTE, they could take that text and try to send it to someone else. A list of "blocked posters" should be available for editing by the one who initiated blocking, so that the decision is revocable. One limitation of Message Blocking is that it offers no protection to the many others on the thread who are innocent bystanders. In other words, it protects against direct attacks, but not collateral damage.

Proposal #2. Implement "Make Invisible." This one is my favorite.
Whenever one is reading a message, either from the thread or from the inbox, a Bozo Filter button is available. Once someone is added to the Bozo List, their messages will not appear in the thread list when browsing a forum. The Bozo need not know that he or she has been Bozoed unless they attempt to send a forum or Private Mail message to the Bozoer, in which case the sending of the message will be prohibited and a suitable warning message given. The final question is what happens when following a forward link to Replies and one or more of the Replies are from Bozos? I suggest at this point allowing a Bozo override function, so that the message can be viewed after giving suitable warning that it was sent by someone on the Bozo List.
