One of the things that places a limitation on the explosion of the internet overseas is the cost factor in terms of telephone connection costs.

Did someone post here that there was going to be a change in that overseas because of some deal being done???

If so, what country. So far, I am finding that most countries (and I use the word most not because I have found a country that isnt...but because there might be a country that isnt) are still on the usage based system for local calls.
