To Soxan and All, This is the latest on "Start". The hold up for EPEA IS "YES" the treaty [Start] with the US and Russia. Early in 1997,the US Government and USAF Officials felt that even though the Peacekeeper had changed from the original treaty,that it still was one of same. For now just over a year now EPEA has been working on having their changed Peacekeeper to be freed from the treaty without success. As of late, new personal working on behalf of EPEA have come on to the case at the Washington level to try to get this matter resolved. Till this matter is resolved,Dept. of Defense and Dept. of Transportation cannot issue the needed licence to EPEA to launch. Also EPEA contemns that two of their rockets should not even fall under the treaty,as well as they have not been able to get a clear answer of why the Delta does not fall under the wording of the treaty. As Soxan made the case that it is a multi use rocket, but even the wording of ICBM,S in the treaty should have the treaty cover Delta as well,which we all know they are able to launch still. EPEA is hoping that the new personal put in resolving the "Start" matter will be able to obtain positive results, as they are very aware of two things as they told me,one is the great vacumn for launching,and two is the feet dragging of getting results and action in Washington.
