Kevin: I will speculate that Art Z. wanted to get his ducks lined up in a row before making the announcement but could not find any investors willing to put up the bucks during this slump. I will further speculate that the reason to have the press conference was to beat the bushes for those potential investors. I will go one further to speculate that Art Z. may well have eaten the $50m himself if times were better. Washington Post has article today reporting the event. It refers to USAL as a "fledgling company" that "will need $50m to turn out a prototype machine." At this point the announcement has all the appeal to me of a PBS matching donation drive <g>.
