[MCI Reaction to US West, Qwest Announcement]

WASHINGTON, May 7 /PRNewswire/ -- The following should be attributed to Jonathan B. Sallet, Chief Policy Counsel for MCI Communications Corporation

"Today's announcement by US West and Qwest attempts to make a mockery of the Telecommunications Act of 1996. The plan announced by US West clearly violates S271 of the Act, which says that no Regional Bell Operating Company (RBOC) may "provide" in-region service until it has complied with all 14 points on the "Competitive Checklist" indicating that the local market is truly open to competition.

US West should spend less time looking for loopholes and more time opening its local market to the competition that will help residents of the US West states.

MCI is reviewing all of its options and will take every available action to ensure that S271 is enforced and that local markets are open to competition once and for all."
