Well then they have been brought to justice and paid the penalty agreeable to the plaintiff and the judge. Isn't that the way American business works as well as the system of remedies provided by the courts. In the matter of this present charge MSFT has yet to be proven guilty yet DOJ and states want to punish them and those that depend on them before the fact.

P.S. How many puts did you buy today? Did you short MSFT recently? Put thy $ where thy mouth is.
