Here is an example of how people access the net in Germany.
Ask yourself how long you would stay online and how much surfing you would do if you paid the phone company by time ticks.
Still doing research on your other claims to determine the reality versus the hyperbole.

Re situation in Germany:
a) you pay (through your nose, base on time ticks) to make local calls. There's nothing
like a local 24h call at 75cents
b) you pay the local provider for internet access (through your nose, or you can chose
any other ... access point on your body) based on different schemes. The simplest is x
hours connect time for free, like the first 2hrs in the month, and then time based .... etc
One of these providers (of course) is the German Telecom. At this very moment Im
paying two masters: Telecom, to make the local phone call (must be somewhere close
to 2 $ now because is 00:10 am here and its the night rate g) plus AOL - which comes
to a monthly bill of cca 25$ (not more, Im not dependent on this substance , ie I cant
afford to ;)
The ticker symbol for Telecom is DTE, its somewhere at all-time high. I think due to its
well-done public offering in 96 I think the DAX member with the largest base (and I
think also the largest market cap). I do think its offered on WS also.
