***Will the "FALSE END OF FILE" Y2K problem strike this summer?

Can anyone state with authority whether or not this problem will cause serious visible disruptions starting this summer?

*Many old systems use "99" to identify EOF (end of file)
*When "99" begins to be entered, computers will think the actual data is the end of the file.
*SSA and IRS systems supposedly have some systems with this problem.
*Fiscal year turnover for 46 states is July 1, 1998, hence this will be the first day of "1999" for most states.

Will this problem cause a noticeable problem with the databases of state governments?
