Dark fiber is simply unused fiber. They keep upwardly mobile options
cause the current rate of traffic growth for Internet traffic is
a double every 100 days or so. To "light" the fiber requires more capital equipment expenditure. Most ISPs write off the expenditures for routers and the like in 18-24 months. They need the capacity
for rapid growth, especially if it grows faster that it does
currently. Of course, with a CIEN DWDW, they get a factor of 16
or greater on a single fiber pair ;-))
