The Republican leadership in Congress wrote to President Clinton late week complaining that his administration had thrown a "veil of secrecy" over their efforts to look into U.S. space expertise provided to China in 1996 by two leading satellite companies, Saturday's NEW YORK TIMES is reporting.

"If our efforts to determine the facts are obstructed, we will use every power we have to procure all this information," warns Gingrich and Lott.

The administration has declined to provide documents to Congress, says the paper, "including a 1997 Pentagon report that said national security had been harmed."

The administration points to a secret grand jury probe into the case as the reason for withholding the documents.
