Your wish has already been granted, and long ago. Almost any CPQ commercial product can be ordered with NO software and large corporate customers buy that way all of the time.
All CPQ servers are sold this way, there is no OS sold with the system except in a few very rare 'bundled' promotions. By the way NO CPQ SERVERS ARE SOLD WITH NT BY CPQ EVEN IF YOU ASK FOR IT.
Customers or resellers do the OS purchase. CPQ does all of the engineering work to be sure NT runs best on CPQ servers (as they do for Novell, SCO, and even Solaris).
CPQ does lots of close work with MSFT but selling NT on servers is not one of them.
