At The Electrochemical Society meeting in San Diego last week, I talked with a research scientist from Valence. From his description of their products, I got the distinct impression that they were only making cells, not batteries and not battery packs. Batteries are made by wiring the proper number of cells together, to get the voltage and current you need. If they are making cells only, then they would have no need to buy charging controllers, etc. Valence's customers, OEMs from what I heard, will be assembling the cells, together with charging controllers, etc. into the battery packs which will fit into cellular phones or laptops.
