I have met the mgmt of this com on a # of occasions and could not tell you if the are or are not capable of bringing in the business. I think the main problem is that when dealing with new technologies to municipal markets you have to deal with politicians that never do anything for the masses except spend money that is not theirs on social programs that seldome work and not take a chance spending money on the tangible that if it doesn't work people can point the finger of blame at.
In industry, unfortunatly, the same hold true when proposing a new technology, middle managers always seem to be afraid to "step up to the plate" and commit as their job may be on the line.
