Glenn, as stated in the 10-K: "By implementing the 1998 Plan, Nextel expects to further increase the capacity of its Digital Mobile network to accommodate higher future growth in subscribers and higher future system usage levels than previously anticipated, to improve system performance and to continue to expand geographic coverage."
