I believe that management is just giving lip service to the shareholders, and really doesn't care one way or the other as they have shown that they will do an acquisition regardless of share price, and the street obviously knows that which is why the stock continues weak.

I am long DCHT, and they are doing what ACT shareholders have been hoping for, up over 150% in two weeks.
