Siemens has massive investments and joint ventures in the US, Europe, and Taiwan for advanced semi manufacturing.
Perhaps some posturing on Mr Schumacher's part to defend what they did........or.............. negotiating posture for what they may be about to do in Korea? Korea is opening up to foreign investment, and the foreigners are shopping ,)
