Bill, is CYBERAMERICA (CYAA) a different company, traded on the bulletin board?

Anyway, a regulation S sale of securities is a way for companies to sell stock or notes that aren't registered with the SEC, meaning they can't immediately be resold on the open market. In the case of CYAA, the stock is trading at about $0.14, and some guy in Hong Kong bought shares for $0.0625, which is a below market price. They did this to raise a little money. This sort of thing is common among bulletin board stocks and other companies more desperate for cash than is CYBR.
