First, the peak currents are just that, PEAK. The power supply must have an instantaneous capability to supply that current, but averaged over a second or more, the current drawn is less. Second, not all the V*I that enters the Vcc pins is dissipated as heat -- some of this power is dissipated externally on the I/O pins which have a high drive capability and are switching at up to 300 MHz into reactive loads. Finally the max consuption from the Vcc2 supply (2.2v nominal, NOT 2.3v) does not occur at the same time as max consumption from the Vcc3 supply.

I'm sure I would find the same "discrepancies" if a looked at the specs for the Pentium II.
