I've watched this stock for a couple years now. Looks like they have a good plan in hand, but I see now why their price is failing. If they can distribute another 20M shares at will, it will be a long flat road for this stock. The practice of continually shelling out stock for more cash is anti-stockholder. While the company seems to be on the right path, they seem to be ahold of a bad practice.
