Bonnie: The point is nobody new about this particular tests though they were aware of the general direction India was taking with respect to her nuclear ambitions. What is even more annoying to these world 'powers' was the fact that India never consulted anyone or notified them in advance about these tests and that seems to be the crust of the problem.
