you are able to make the logical connection between defining dumping as selling below gross cost and the doc saying that 70%+ of korean dram isn't dumped as meaning 70% of korean dram is sold above or equal to gross cost.

btw, the dumping charges that were assessed were minimal and has been contested. the last 5 times this has occurred korea has won. can you say, six in a row ;-)
