david, the dept of commerce of the united states believes this and that is why no dram penalties were given for 70%+ of the dram imported to the us. dept of commerce, david. dept of commerce. us dept of commerce. you are able to make the logical connection between defining dumping as selling below gross cost and the doc saying that 70%+ of korean dram isn't dumped as meaning 70% of korean dram is sold above or equal to gross cost. btw, the dumping charges that were assessed were minimal and has been contested. the last 5 times this has occurred korea has won. can you say, six in a row ;-)
