BEFORE THE BELL - Bay Networks <BAY.N> rises NEW YORK, May 13 (Reuters) - Shares in Bay Networks Inc. rose in pre-opening trade Wednesday after a news report the networking company was putting itself up for sale. Bay was up at 27-3/16 on the Instinet electronic broker network from a Tuesday closing price of 23-15/16. The shares earlier had traded at 27. A news wire report published in Wednesday's Los Angeles Times said the Santa Clara, Calif., company had rejected a takeover offer from Canada's Northern Telecom Ltd. <NTL.TO> <NT.N> but was open to higher bids. o~~~ O
