But since this practice is illegal IMO how much accounting is done and what are they holding on to, air! That is why the ordering of your certificates, as it is written in every article I've read so far, is important to the accounting of what part of the float can be actually accounted for. The larger question would be is how would you get illegal naked shorters to cover without ordering certificates.
