It appears frank that while the industry is still very slow in moving to VOIP the entities that have always braved the way are toying with the fine line of ss7,To wit what end might be achieved.Once the FCC decides to implement a form of surcharge It is my opinion that anyone who is using ss7 would surely be charged.While those out side the cloud may not be subject to its reach.My wonder is eventually how many companies will sprout up using and implementing their own frame or ip network in a sudo atm or hybrid tunneled arrangement.This is not to say that any of the newer hybrid fiber mux arraingements can be rulled out as their cost has dramatically been reduced in just the last 2 months.I see many forms of VOIP emerging and pure plays are beginning to encircle the globe in enterprise fashion.I heard about the bay refusal.I amazes me that bay could expect more but then they are down this year.It is a company with too many things.They really have given up quality for quanity,but thats just my opinion.Good Day Frank
