Jim, that probably means that most, or all, of the debentures have been converted. That does not mean, however, that the converted shares are in the float. Often, the debenture-holders will hold the number of converted shares in excess of those sold to recoup their principle hoping to maximize their return by waiting until the price goes up. The company has NO control over this.
