Why don't you ask the companies if they intend to merge?

Why didn't they use simple language to say that they intended to merge. Why a "combination" which will result in a "single business enterprise"?

This could be a description of a joint-venture, where each company survives.

If they meant a merger, they should have said a merger.

Either they didn't mean a merger, or they need to be more clear.

In any case, this is my interpretation and my opinion, which I am entitled-to. (Though there are those here who would perfer that I didn't have that right.) I think it has at least as reasonable a basis as the opinion of PartyTime that the company is experencing growth, for which he has no factual basis, because the company has not released financial figures to it's shareholders.
