LCC International, Inc. Announces New Outsourcing Service Offering Focused On Reducing Costs Of Wireless Operators

MCLEAN, Va.--(BUSINESS WIRE)--May 14, 1998--

Alliance with Dean & Company adds to LCC's consultative offering

LCC International, Inc., the world's largest wireless RF engineering and wireless telecommunications consulting firm, today announced the first of its new outsourcing service initiatives. This first service is focused on reducing costs associated with the design, build out and operation of wireless networks. The service is a joint offering by LCC and Dean & Company, a leading strategic consulting firm to the telecommunications industry. This new offering combines LCC's extensive knowledge of RF engineering design and virtually all technical aspects of network implementation and optimization together with Dean & Company's extensive process redesign, restructuring and cost improvement experience.

Officially announced at the prestigious DLJ Conference on Outsourcing of Technology, the companies plan a joint wireless outsourcing initiative initially targeting U.S. wireless operators. At the conference, Dr. Geoffrey Carroll, president and CEO of LCC, indicated that LCC has been primarily focused on those design and build activities associated with a wireless operator's network and that the most natural extension of LCC's skills and expertise is into the run phase of a network's operations.

Dr. Carroll commented, "The single most important element for a successful outsourcing business is in-depth industry knowledge. The alliance between LCC and Dean & Company represents an enormous combined knowledge base of the global wireless telecommunications industry."

LCC and Dean & Company intend to provide a full complement of outsourcing support services including management consulting, field maintenance, network monitoring, growth planning, inventory management, asset management and leasing. The alliance expects to achieve substantial cost savings for operators by assessing cost performance, and identifying areas for improvement through sharing assets such as towers, streamlining backhaul, increasing utilization of network operation centers, and identifying world class best practices for each operational process.

In announcing the initiative, Dr. Carroll said, "According to the industry wide analysis provided by Dean & Company, we believe outsourcing can save U.S. wireless operators in aggregate between $2

- 3 billion annually, and on an individual company basis reduce expense by anywhere from 20 - 30%. By letting companies like LCC focus on those non-core, back-office tasks involving system design, build-out, operations and facilities, carriers can concentrate on those tasks which directly deal with their main source of revenues -- subscribers."
