Naw, a noogie is also called a dutch rub. You use the knuckle, like you described, but you put your hapless victim in a headlock and rub a spot on his hair. After a few seconds it gets painful. At least that's what my big brother called it when I got one from him.

I've also heard the phrase, "get a little noogie", which is sexual, but that's more the exception than the rule.
