On many multi media applications the Celeron (Mendocino) will be faster, or equivalent to the pentium II. On most, it does not. You don't go buy a car and pay more if it looks good at the surface? Don't you? So this car (Celeron) you buy only beats the others (K6) when coasting downhill. This is because the gears stuck in neutral and have no brakes.
