Thank you Mr. Parrott for that article. In it they quote Mr. Krulak:

The important think here is they have the capacity it doesn't say they will use it to glut the market.

Additionally the article states:

From the above two quotes one can see that first he says they are laying off workers then he states assuming four fabs are fully operational

Unless I am misunderstanding these statements he is both contradicting and assuming all this, (his words) "potential" negative. More importantly the market is selling off on this information! BUYING OPPORTUNITY YES! MARKET MANIPULATIONS YES!
