If 100% call their certs, that would work...but that never happens. Moreover, brokers take their time delivering those certs, people sell on the slightest runup, cancelling the cert order.

Changing the name/symbol/cusip or declaring a dividend always forces short positions to cover.

But strong buying with minimal selling is the obvious and best way to scare a short.
