The SEC statement talks about Intel being limited to certain dates
that it can exercise warrants that it got as part of the Intel/Phoenix
technology agreement in February 1996.

However, since part of the agreement called for Intel not to
accumulate more than about 19% of PTEC stock in two years,
isn't it reasonable that Intel is free to purchase PTEC stock on
the open market at any time? Don't they have something like
90 days AFTER they buy PTEC stock before having to report those
purchases?

Why do you suppose they have the 19% stock limitation in their
technology agreement?
