There are preconditions, which have to be met before great ambassadors are sent to any country. The greatness of the ambassador is proportional to:
1: The military might of the receiving country.
2: The economic clout.
3: The ethnic and racial make up of the country.
4: The cultural proximity / similarity between two countries.
5: The pliability of the political leader to the foreign policy of the country.
6: Shared perception in terms domestic and foreign policy.
7: Political system eg: Democracy, Military dictatorship etc
8: General ranking of a country in the family of nations. eg UK holds a high rank.
9: Political appointments of close friends or confidants of the president to plum positions.
I am sure that there many more.
