My vote.
If a country that had lost a particular soccer match, year after year, were to now win, they would probably celebrate with much boasting. Its natural.
Its a natural step, to say yeah, we have it too.
From a global perspective, the past 20 years have moved toward less nuclear weapons, not more.
The preferred step would be for all nuclear, or nuclear potential, or all nations to now meet and agree on disarmament. Mr. Clinton should lead the way.
If we go towards rapid nuclear armament I give this event a 0.
If the world now meets and discusses sensibly these weapons, an 11.
Unfortunately we will be somewhere in-between, maybe a 3.
