I think you've hit the nail on the head. However, DOJ's on to their goame, and they are not going to let Microsoft pull another Consent Decree, that is clear. It's too late for that.

They can keep the monopoly, or they can keep the business model. But they can't keep both.

Right now, it looks like they want to keep the monopoly.
