Answer: Because it is total BS!

Since HP and Compaq still insist on building their PCs in their own way rather than Dell's approach of utilizing Intel built stuff or Intel reference designs, the result is not so profitable for both HP and Compaq and very profitable for Dell.

Talking about how Packard Bell is not doing well despite using Intel reference designs, the answer is that the market does not really want low-end products. PB traditionally has used the cheapest (lowest quality) components in their systems. Yes, the same sort of cheap systems K6 has proudly found a home to, garbage PCs.
