I am guessing , but unless they made a presense in venezuela by getting a first large contract and want to expand on it, they would not open a permanent office there with full time people. To get the first contact they would send people to negotiate. and once a deal is in you need a local person to carry it out than you might as well expand to get more contract.
But again I am trying to read in between the lines . As DSSI management keeps us in the dark.
