India wants to be a part of the US global strategy in Asia. US wants to contain Chinese military power while tapping the Chinese markets. The Nixon-Kissinger doctrine of arresting the then Soviet expansion through a Chinese friendship is no more valid. In fact, the US is more worried about China than any other country after the collapse of the Soviet Union. This is known to every country (especially G8) at this time. The whole world (especially US and UK) are obviously not happy over Hong Kong, Taiwan and Tibet getting back to China. They could do nothing about HK. But, US is ready to aggressively defend Taiwan's independence.

India's powerful emergence is very vital for fulfilling the interests of Western powers. Obviously, US could not get around the issue of sanctions mandated by law. Japan and Germany were quite vociferous against India's tests. But, a failure of G8 to sanctions jointly indicates their intrinsic interest in the South Asian nuclear-power tiger with a stable democracy since her independence and a history of not attacking other countries.

India's emergence very naturally fits into the strategic equation of Western Powers who are worried about China on one side and the whole Arab world on the other.

I believe India has become very clever to learn the TRUE strategic goals of the US; not just the short-term ramifications under the current archaic US laws on nuclear proliferation.

The global equation has shifted permanently in favor of India and certainly away from Pakistan. This equation is to have India as a partner to contain the Chinese and the Arabs.

You must have noticed India's overt support in the Gulf war by providing refuelling facilities for US bombers. On the surface this appeared to be a significant departure from the archaic Indian policy of appeasing Arabs with a view to keeping Indian Muslims happy.
Indian policy makers have since long envisioned a global strategic role for India by building up the national fervor even among Indian Muslims and, of course, Christians and other religious groups. The BJP (especially Bajpayee) has recognized this very well and are very careful to not offend other religious groups. BJP is actively recruiting Muslims as party members. In fact, even the RSS is educating Indian Muslims that they once were Hindus and are now a part of the Indian family.

Some of the ex-top bureaucrats are in the BJP cabinet and its think tank. Two of the five who planned the nuclear tests were non-Hindus (Abdul Kalam and George Fernandes).

Indian policy makers have thus gotten closer to catapulting India to the global stage.
