From your talking, I think you are a computer specialist, so I have one question for you.

DOJ claimed that internet browser is not part of the OS. As you know, OS stands for Operating System, which is the brain of the computer to manage the PC, what if MSFT needs to develop a new OS which wil notl be used to just manage the operation of
independent single , but many computers simultaneously which are located in different part of the world If we put many computers which will work together
with each other, which means we need an OS of much higher level, which will
control and manage the computers in different locations , so that they can work
. Example, you may extract data from a hardisk located in Paris, and have the data
processed in a computer in Nework, and had the data displayed in a graphic format
on a monitor in Tokyo. So, all the command and data need to be transfered through the internet. Do you think we need a browser embeded in the OS to search for the target address ? Pls answer this question as a computer specialist !!!!
