Thank you for the info. But I still don't understand why US retail mortgage purchasers (borrowers) cannot take advantage of the strong US dollar and low foreign (Japanese) lending rates.

For example, I have heard that US banks and brokerage firms are springing up all over Japan and Japanese "savers/investors" are opening up savings and brokerage accounts gaining a higher interest rate.

Would it be possible for a Japanese bank to set up shop here in the US? (or am I completely ignorant and these banks already exist, but they charge borrowers what the market will bear like their US counterparts?)
